Timelines

Stimulus guidelines for the near future. These are all federal government agency requirements

•May 1 – agencies must submit plans for stimulus stimulus funded projects
•May 3 Plans publicly available, begin reporting allocations for entitlement programs
•May 5 Agencies provide ARRA assistance transactions (grants, loans, etc.) in usaspending.gov format
•May 8 Monthly reports due detailing financial data
•July 1 OMB issues guidance on how agencies identify wasteful contracts
•July 15 Recipients of funds begin reporting use of funds

Tom Pike

Tom Pike CIO of Department of Energy was on a panel at the AFCEA Bethesda chapter on April 23, 2009. Tom a long time DoE CIO comments:
  • DoE was more concerned these days about "green" initiatives than most anything
  • The department has received significant ARRA dollars to press the green initiatives
  • DoE is going to be more open and transparent, i.e., "open, transparent government is today's e-Government" equating what is going on with this administration with the last
  • DoE has massive amounts of research data that will be made public

Sanjeef "sonny" Bhagowalia

Sonny CIO Department of Interior was a panelist at an AFCEA Bethesda event on April 23, 2009.
Vivek Kundra was the moderator of the panel.
Sonny made several points:
  • the National Park Service web site is the most visited federal site for citizens
  • Interior has some funding now as part of ARRA to do some upgrades of their systems
  • Interior intends to provide more data through their portals to provide more transparency

NASA

NASA held an industry day yesterday and today to brief industy on the 5 large procurements being issued by NASA. Most of these are consolidations of existing contracts and represents a new, centralized manner for NASA to do business.

(NASA) intends to procure services to provide agency-wide management, integration, and delivery of IT infrastructure services. NASA intends to procure these IT infrastructure services through several component contracts. These contracts will include the Agency Consolidated End User Services (ACES) Contract, the NASA Integrated Communications Services (NICS) contract, the NASA Enterprise Data Center (NEDC) contract, the Web Enterprise Service Technologies (WEST) contract, and the Enterprise Applications Service Technologies (EAST) contract.

Aneesh Chopra - CTO / Jeff Zients - CPO

President Obama announced this morning (4/18/09) that Virginia Tech Sec Aneesh Chopra will become the nation’s first CTO. He’ll be part of a new triumvirate of top Obama techies who are locals, joining Vivek Kundra (the former DC CIO named a month ago as Federal CIO—the old Karen Evans job, to put it in the vernacular) and Jeff Zients, named this morning as the nation’s first Chief Performance Officer (technically, Deputy Director of OMB for management—the old Clay Johnson job).

Dan Mintz- former Dept of Transporation CIO

Dan Mintz, a former chief information officer for the Transportation Department, has joined Computer Sciences Corp. as the chief technology officer for CSC’s civil and health services group. Mintz served as Transportation CIO from 2006 to 2009 as a political appointee and worked at Sun Microsystems from 1995 to 2006. At CSC, Mintz will report to Tom Anderson, president of the civil and health services group.

It is for heads of departments and agencies.

President Obama has named Martha Johnson as the new administrator of GSA. Martha has a history with the Clinton Administration and was the head of the transition committee of the Obama administration. She will need to be confirmed by the Senate before the postion becomes permenant.

Stimulus Information

The Obama administration has named a CIO of the Government for the first time. Vivek Kundra, is a 34 year old former CTO of the Washington, DC government well versed in Web 2.0 lingo and a determined direction to improve the business of government through the use of IT. His first speech was aimed at the five pillars of his direction for IT in government:

1. (Radical) Transparency
§ What does transparency in an open government look like?
§ Allows citizens to participate in the public civic process.
§ It allows citizens to hold the government accountable (Recovery.gov is an example of this).
§ Publicizing data (through
www.data.gov) also encourages citizens to use this data in new innovative ways. In some cases it can create a whole new market. An example of this is the explosion of GPS devices due to access to defense satellites.
§ Allowing access to federal government data and information changes the citizen engagement model.

2. Increase Citizen Engagement
Will open government and encourage public debate at an agency level.
Will encourage citizen engagement on day-to-day operation of government.

3. Lowering the cost of Government operations
Why can’t government embrace more affordable consumer technologies?
Is government so special that it can’t it can’t use the consumer market to fundamentally innovate and lower the cost of technologies?
Explore the use of cloud computing and the model around cloud computing and leverage some of these innovations in order to apply them to government.
Explore the use of free services provided to consumers and see if they can be utilized by government. Why should government continue to build its infrastructure when many of these same services are available for free.
Must increase the velocity of the IT procurement process.

4. Innovation
§ Need to explore innovations not only in technology but also in processes.
§ The technology that government uses needs to enable a core mission.
§ Government often needs to adapt and change its processes and policies in order to make sure it is well positioned to take advantage of emerging technologies like the use of Web 2.0.
§ Federal employees need to be encourage to take risks, test their ideas, and embrace innovation daily.
§ Vendors will also be encouraged to be innovative and to call out initiatives that aren’t working.
§ Use the ingenuity of the American people to help move the government forward.
